Capital Improvement Plans
Fiscal Years 2022- 2026


A Capital Improvements Plan (CIP) contains all of the City’s individual capital projects, equipment purchases, and major studies; in conjunction with financing plans for the current year.

The plan provides a working blueprint for sustaining and improving our community’s infrastructure and service delivery equipment.


A CIP provides many benefits including:

  • The ability to stabilize debt and consolidate projects to reduce borrowing costs.
  • Serve as a public relations and economic development tool.
  • A focus on preserving a governmental entity’s infrastructure while ensuring the efficient use of public funds
  • An opportunity to foster cooperation among departments.
  • Allows for a systematic evaluation of all potential projects at the same time.


Currently labeled under 'Community Development, Dustbowl Theater Implementation Project costs a total of $2,600,000. This includes $100,000 roll-over funding from the fiscal year 2020-2021.
