The Eloy City Council Meeting
Date: March 22, 2021Topic: Proposal to conduct Solicitation for Request for Information (RFI) related to Dust Bowl Theatre.
Eloy City Council met and Jon Vlaming proposed to the council to authorize staff to conduct a solicitation for a Request
for Information (RFI) process to consider retaining a
developer/team to review and consider the future
development/revitalization/redevelopment of the
Dust Bowl Theatre and its surrounding property.
Vice Mayor Andrew Rodriguez
"How long do you think it will take do do the whole process from putting it out there and you reviewing it?"
John Vlaming
"From putting it out for solicitation and actually coming to the table for somebody, I think it really depends on the kind of response we receive. And we always have that option, I'm not taking any of their responses on that as well. So there's always that option. But we believe there's some interest generated and we like to gauge that. And that's why we feel that this is an inappropriate response to some of the discussions we had previously in our work session."
During the same work session, Council Member Sara Curtis asked if this process is a requirement before the city agrees on any site or building project/development.

"Since we had the interest from the recent gentleman on work session on this topic, is it now kind of our requirement as a city to do this, public solicitation before agreeing to anything? "
City Attorney
"Mayor, Council Member, Council Member Curtis, I'm not sure we really have a set in stone policy but basically staff usually on this type of proposals for the development. We try to go out and solicit various plans in the community. Sometimes. something comes to us, we just didn't see. And so, it's kind of descretionary with the council but if you are looking for a public/private or even a private partnership, because this is a public land out there, that we would want to have a request for proposal so there would not be an appearance that we basically gave someone sweetheart deal"
